Recently, a batch of LED outdoor lighting fixtures worth over $60,000 exported by a lighting company in Ningbo to Finland was returned by the importing country after being randomly checked and found to not meet local market access requirements. The exporter will not only bear significant economic losses for the return and rework of the goods, but also the shipment of subsequent similar product orders has been forced to be delayed. Investigations revealed that the reason for the return of this batch of lighting fixtures was that the power cord used in the products failed to pass the low-temperature test at minus 35 degrees Celsius, which could lead to damage during use and pose safety hazards, thus not complying with the electrical safety standards of the EU and Finland.

It is understood that Europe has strict access thresholds for lighting fixtures and other electrical products entering the local market. Relevant products must comply with mandatory regulations such as the EU's Low Voltage Directive and Electromagnetic Compatibility Directive, and must affix the CE safety certification mark to circulate smoothly in the EU market. The prerequisite for certification is passing the relevant product technical standard tests set by the EU, one of the most commonly used testing bases for LED lighting fixtures being the EN60598 series standards. However, it should be noted that most EU member states also implement specific domestic regulations for certain goods. Products entering different member states must not only meet EU regulatory requirements but also comply with the domestic regulatory requirements of the member states, otherwise they may face various adverse consequences.
Due to the relatively cold climate, the four Nordic countries of Denmark, Norway, Sweden, and Finland have more stringent cold resistance requirements for the power cords of outdoor lighting fixtures, meaning that the power cords used in the fixtures must pass the minus 35 degrees test. Power cords that do not meet this condition are considered more prone to aging and breakage during use, leading to safety hazards such as electric leakage and short circuits. It is understood that previously, other companies in areas such as Xiangshan in Ningbo also faced returns from Nordic countries like Denmark due to issues with the low-temperature resistance of power cords, and related risks need to be taken seriously by exporting companies. The occurrence of such problems is usually due to two main reasons: first, companies are unaware of the specific technical regulations and standards of the importing country, blindly designing and producing products based on the experiences of conventional export countries; second, quality control is not strict, and during the procurement of raw materials or components, there is no strict adherence to the standards of the importing country, leading to quality and safety defects in the finished products.
In fact, the low-temperature performance requirements for lighting fixtures and other electrical products in the aforementioned Nordic countries are not exceptions. Due to significant differences in climate and environmental conditions in different regions, many countries set specific access thresholds for products entering their markets to enhance product safety performance and protect consumers' personal and property safety. Taking Saudi Arabia as an example, summer temperatures in Saudi Arabia can reach up to 50 degrees Celsius. Air conditioning products designed according to conventional standards often experience "adaptation issues" when entering the Saudi market, easily leading to situations where they cannot cool properly under special climatic conditions, which not only fails to meet usage needs but also results in severe energy consumption due to low efficiency. Therefore, the relevant authorities in Saudi Arabia require that air conditioning units sold in the Saudi market must meet corresponding energy efficiency standards, such as a minimum of three stars for window air conditioners and a minimum of four stars for split air conditioners. Products that do not meet specific energy efficiency standards are often refused entry, forcibly removed from shelves, or even confiscated.
In this regard, the inspection and quarantine department reminds exporting companies: on one hand, companies should have an awareness of trade risks in advance. They should strengthen their attention to foreign technical trade barriers and grasp the quality, safety, and performance standards and access thresholds of the importing country for products in advance, especially the special access requirements for specific products in the importing country. On the other hand, companies must strictly implement quality control measures. They should not only conduct strict source management of the quality of raw materials and components but also carry out strict quality and safety project testing in accordance with the product standards of the importing country. For goods that may involve special climates or special usage environments, they should also entrust professional institutions to conduct tests on performance and lifespan to avoid subsequent trade disputes and economic losses caused by such issues.
